Design and delivery of the En El Foco 2027 municipal awareness programme

Summary

The tender covers the complete design, organisation, delivery and coordination of Vitoria-Gasteiz’s En El Foco 2027 programme. It will address the international rollback of rights, the rise of authoritarianism and anti-rights narratives, and experiences of collective resistance and solidarity. The contractor must submit a preliminary project and deliver at least three public conferences, round tables or similar events between 7 and 13 April 2027, a live podcast with an audience, and a themed photographic exhibition in a busy public outdoor space. The exhibition must remain in place for 20–30 days and include an audio-guided visitor route. The podcast team must have experience producing similar programmes with at least 50,000 plays. All activities are free, and the final programme must be agreed with the City’s Development Cooperation Service. The work and final report are due no later than 15 June 2027. The estimated contract value is €31,806 excluding VAT, or €38,485.26 including VAT. The contractor bears the costs of design, printing and distribution, exhibition installation and removal, technical support, speaker and podcast-team fees, travel, accommodation and expenses. The bid must include a preliminary project, work organisation, staff CVs and a detailed budget showing VAT separately. Technical quality is worth up to 80 points and price up to 20 points. Delivery must meet gender-equality and bilingual communication requirements, and sign-language interpretation must be provided at conferences and discussions. Bidders must meet the technical-experience requirement; no minimum economic and financial capacity requirement applies.
