Summary

Cambrils City Council is procuring legal representation in court proceedings and limited legal advice on urban planning, land management and public procurement. The contract is divided into three lots: (1) contentious-administrative proceedings and legal reports in those subject areas; (2) civil, criminal and commercial court cases; and (3) employment-law and public-service administrative cases, plus representation of the municipality before the Labour Inspectorate. Services include drafting court documents, representing the municipality in proceedings, attending hearings, monitoring cases and providing related out-of-court advice. Lot 2 also requires criminal legal assistance at duty courts and police stations, when needed, 24 hours a day throughout the year; this urgent attendance may be subcontracted. Evaluation assigns 49 points to price, 36 points to additional court cases successfully or partly successfully defended for a public authority, and 15 points to lawyers’ professional experience beyond the seven-year minimum. Lots 1 and 3 require an authorised law office in Tarragona province; the office for Lot 2 may be located anywhere. The work must generally be performed by the professionals assigned to the contract, subject to professional secrecy, confidentiality, data-protection and conflict-of-interest obligations. The contract runs for two years and may be extended by up to two years.
