Auxiliary access control and reception services at TITSA facilities and public car parks

Summary

TITSA is procuring auxiliary services for two years, with the option to extend the contract for two further one-year periods. The services cover access control, reception, visitor guidance and related duties. The contract is divided into two lots: lot 1 covers TITSA facilities, while lot 2 covers public car parks managed by TITSA in Santa Cruz and La Laguna. Auxiliary staff will perform operational access and document checks, provide information to users, assist during evacuations, and check the apparent condition of equipment and facilities. In the car parks, duties also include operational support for parking systems and cashier activities, notifying customers, and checking that equipment is working. The services do not include guarding or duties reserved for security personnel. The maximum budget for the initial two-year term is €2,408,183.29 including IGIC: €1,732,337.29 for lot 1 and €675,846 for lot 2. Maximum hourly rates are €16.032 for daytime, €19.079 for night-time and €21.526 for public holidays under lot 1; and €16.577, €19.566 and €22.013 respectively under lot 2. Payment is based on hours actually delivered. Bidders must submit a separate technical plan for each lot they bid for. Award is based on price (55 points), the technical proposal (35 points), employment stability (5 points) and additional hours offered free of charge (5 points, up to 50 hours per year). The technical proposal must score at least 17 out of 35 points. The successful bidder must provide a performance guarantee equal to 5% of the contract award price. Bidders must meet the stated financial and technical capacity requirements. Staff assigned to the service must have at least one year of similar experience, the required level of education and basic office skills.
