Preparation of Basic and Construction Designs for the Railway Platform on the Madrid–Oropesa Section of the Madrid–Extremadura High-Speed Line, Stages III and IV (4 Lots)

Summary

This procurement covers consultancy and technical assistance to prepare basic and construction designs for the railway platform of Stages III and IV of the Madrid–Oropesa section of the Madrid–Extremadura high-speed railway, over nearly 46 km between Talavera de la Reina and Talayuela. It is divided into four lots: Talavera de la Reina–Calera y Chozas (12.57 km), Calera y Chozas–Oropesa station (12.50 km), Oropesa station (7.50 km), and Oropesa station–Talayuela (13.15 km). Lot 3 also includes the railway station. The designs must cover the new platform and any necessary changes to existing railway infrastructure, track, electrification, safety systems and communications so that affected existing lines can continue operating during the works. In Stage 2, as required, the consultant will review project quality, provide technical clarifications, prepare setting-out reports and site-visit reports, and correct deficiencies in the Stage 1 design at no additional cost. Each lot runs for 36 months: 24 months for design work and 12 months for follow-up services. The total estimated value for all four lots is €14,732,945.30 excluding VAT (€17,826,863.81 including VAT). Tenderers must demonstrate the required turnover or alternative professional-liability insurance, comparable railway-project experience from the last 10 years, and a team of specialists with the specified qualifications and experience. Each bid must include a technical and BIM methodology, safe-design and risk analysis, a work programme and environmental measures. Offers are assessed on price, technical approach, work programme, environmental measures and additional team experience; at least 25 points must be achieved on the qualitative criteria. Tenderers may bid for several lots, but each company or joint venture may be awarded only one lot.
