Supply of plant-produced concrete for EMASA works and facility maintenance

Summary

The procurement covers the on-demand supply of plant-produced concrete for EMASA’s facilities and networks, including operation, maintenance and upkeep works. The supplier must manufacture the concrete, transport it to the work site and discharge it there. Estimated annual quantities are 350 m³ of HM-20/X0 concrete and 100 m³ of reinforced concrete HA-25/XC2, XC3 or XC4. These quantities are indicative and EMASA is not required to order them in full. The minimum order is 1 m³, and excess quantities delivered will not be paid for. Deliveries are within the municipality of Gijón. Unit prices must include transport and delivery, with no extra charge for distance or incomplete loads. Up to 20 m³ per year may be ordered for sites connected with the Los Arrudos pipeline in Siero, Sariego, Nava, Bimenes, Laviana, Sobrescobio and Caso; these deliveries qualify for a transport supplement of 30% of the relevant concrete unit price. Orders may be placed by email or telephone, with at least two hours’ notice during the concrete plant’s operating hours. The initial contract term is 12 months, with two possible extensions of up to 12 months each, for a maximum total term of 36 months. The estimated contract value is €175,125 excluding VAT, and the maximum tender budget is €58,375 excluding VAT. Bids are evaluated solely on price: the lowest valid total price receives up to 100 points. Bidders must demonstrate the required turnover and a previous similar contract, and submit an administrative declaration and price offer. The contractor must hold civil liability insurance with at least €100,000 cover, and the successful bidder must provide a final guarantee of 5%. Occupational safety, activity coordination and concrete quality requirements also apply.
