Supply of bottled mineral water, water dispensers and biodegradable paper cups to Valencia Social Security offices

Summary

The tender covers the supply of natural mineral water in reusable 12–20-litre bottles, the provision of water dispensers at no rental charge, and the supply of biodegradable paper cups to the Valencia Provincial Directorate of Spain’s National Social Security Institute and its dependent offices. The contract runs from 1 December 2026 to 30 November 2028 and may be extended for up to 12 months. It is not divided into lots, and bids must cover the entire supply. The maximum budget is €38,110 including VAT (€34,173.02 excluding VAT). Payment is based on actual consumption; maximum unit prices are €0.25 per litre of water and €4.13 per 100 cups, excluding VAT. The supplier must provide drinkable, still natural mineral water and cups, transport and distribute them to the various centres, and install the required dispensers. Dispensers must provide cold water at 4–11°C and hot water at 85–95°C. The supplier is responsible for installation, maintenance, cleaning and disinfection at least once every three months, as well as repairs. Deliveries follow an agreed schedule, generally monthly; the centre at 46 Bailén Street in Valencia has 20 dispensers and receives weekly deliveries. Urgent replenishment of water or cups and replacement of defective goods must be completed within three working days. Water containers must be reusable, made of food-safe material and hold 12–20 litres. The water must come from a recognised source listed in the relevant register. Cups must be biodegradable, approximately 220 ml in capacity, supplied in packs of at least 50, and comply with standard UNE-EN 13432:2001. The bid must state unit prices for water and packs of 100 cups. Evaluation awards up to 70 points for the water price and up to 10 for the cup price. Additional points are available for faster after-sales response, offering compostable cups, and providing evidence of a valid carbon-footprint registry entry and emissions compensation. Bids must be submitted electronically as a single signed submission. Bidders must be registered in Spain’s official bidder register or prove that they applied for registration before the submission deadline. No separate evidence of economic or technical capacity is required. The preferred bidder must provide requested documents not already available in the register within seven working days and, if requested, product technical data sheets. No provisional or final guarantee is required.
