Design and supervision of energy-efficiency works in Mairena del Aljarafe municipal buildings

Summary

The contract covers design and supervision services for planned energy-efficiency works in the municipal buildings of Mairena del Aljarafe. The contractor will prepare the basic and detailed design, the health and safety study and waste-management documents; manage the works and coordinate health and safety during construction. The service also includes legalising the designed and installed systems and supporting their commissioning. The design and supplementary technical documents must be endorsed by the relevant professional body. Five months are allowed for the design and safety study: one month for preliminary work and four months to prepare the documents. The duration of works management and safety coordination depends on the related works contract and includes completion of the works and one month to compile the final documentation. The estimated contract value is €115,463.42 excluding VAT, or €139,710.74 including VAT. Funding is 85% from the European Regional Development Fund and 15% from the municipality; the contract is not divided into lots. Tenderers must be entered in the relevant national or regional register, or have applied for registration before the tender deadline. Financial standing may be demonstrated either by annual turnover in the best of the last three completed financial years exceeding €115,463.42, or by professional indemnity insurance of at least €2,309,268.47. A multidisciplinary team with the required professional qualifications is required; each required qualification must have at least three years’ professional registration. The project designer and works director must be the same person, while the construction-phase health and safety coordinator must be a different person. Bids are scored using formula-based criteria: up to 40 points for the project designer’s relevant experience over the last three years, up to 15 points for reducing the design period, and up to 45 points for price. Reductions of two, three, or at least four weeks earn 5, 10, or 15 points respectively; reductions of less than two weeks receive no points. Among other duties, the successful tenderer must deliver two work-related training sessions of at least two hours each within four months of starting the service and comply with requirements relating to EU funding, occupational safety and the environment.
