Supply and installation of elements to renew children’s play areas

Summary

The contract covers the supply and installation of various playground elements to renew children’s play areas in the municipality of Elche. The work may include renewing play equipment and any existing fencing, replacing safety surfacing with continuous safety surfacing, and improving accessibility. Safety surfacing must comply with UNE-EN 1177, and areas that are comprehensively renewed must be certified by a qualified company against the applicable UNE standards. The contract runs for one year from signature or until the budget is exhausted; extensions are not provided for. The estimated value is €285,600 excluding VAT, and the maximum budget is €345,576 including 21% VAT. Bids are scored for up to 100 points: one discount applied uniformly to all unit prices is worth up to 80 points, while an additional six-month or one-year warranty beyond the three-year minimum is worth 10 or 20 points respectively. Bids must be submitted electronically within 30 calendar days from dispatch of the contract notice to the Publications Office of the European Union. The bidder must demonstrate annual turnover of at least €285,600 in the relevant supply field in its best financial year among the last three available years, and submit technical descriptions, Spanish-language technical data sheets and CE evidence for all items. Approvals for the play equipment must be certified by a competent body and demonstrate compliance with UNE-EN 1176, UNE-EN 1177 and UNE 147103. Before contract award, the successful bidder must provide evidence of civil liability insurance covering €600,000 per claim and provide a 5% definitive guarantee. During contract performance, the contractor must use the lowest-impact vehicle available in its fleet.
