Installation and management of winter road monitoring points

Summary

The procurement covers 24 winter road monitoring points for the Guadalajara provincial road network, together with an integrated management platform. The contractor must supply, install, connect and commission the equipment, configure the platform, provide training and maintain the system. The points will include, among other equipment, CCTV cameras with traffic analytics, weather stations, 4G/5G communications and an autonomous solar power solution. The platform must consolidate real-time weather and video information to support road maintenance planning and improve traffic safety. The initial contract term is two years, with extensions possible up to a maximum of four years. Installation and platform commissioning must be completed within 75 calendar days; a shorter proposed period can earn evaluation points. The estimated value for the initial term is €631,015 including VAT (€521,500 excluding VAT). Evaluation awards up to 40 points for price, 10 for reducing the installation period and 50 for the technical proposal; the technical proposal must score at least 25 out of 50. Participation requires evidence of the required turnover and relevant past experience, valid ISO 9001 and ISO/IEC 27001 certificates or acceptable equivalent evidence, and a technical team of at least three people with the specified experience.
