Technical assistance for managing Huelva’s Eco-Social Innovation Hub

Summary

The contract covers the launch and integrated management of the City of Huelva’s eco-social innovation Hub through a technical assistance service. The contractor must establish and coordinate an innovation network involving public bodies, private organisations and the community, a collaborative governance model, and a portfolio of at least five experimental projects. The work also includes a participation and futures laboratory, strategic communications supporting urban transformation, promotion of digital solutions, day-to-day management, and documentation and visibility of European Regional Development Fund (ERDF) financing. The service will initially operate from the Los Rosales municipal centre and will focus, among other areas, on Pérez Cubillas and the future CHICA centre. The team must provide at least 1,050 hours of on-site work each year. Annual minimums include maintaining five active pilot projects, holding at least 12 ecosystem events, facilitating at least five participation processes, delivering 60 hours of training or workshops, and preparing at least six ERDF monitoring and communications reports. Required outputs also include monthly progress reports, an annual activity plan, and a Hub website and activity on at least two social-media channels. The bidder must have a business activity related to the contract and sufficient organisational capacity, and must provide a minimum four-person team. The specialists generally need relevant university qualifications and at least three years of experience in the required fields; administrative support staff need suitable vocational qualifications and at least one year of similar experience. Civil-liability insurance with at least €280,000 cover is required. The contractor must comply with data-protection, confidentiality, information-security, equal-treatment, accessibility, environmental and ERDF communication requirements. The estimated contract value is €462,741.07 excluding VAT and €559,916.70 including VAT; 85% is funded by the ERDF. The technical specification allocates evaluation points as follows: quality assessed by qualitative judgement (40%), automatically assessed quality (20%), and price (40%).
