Cleaning service for the Cultural Classrooms for Older Adults Building

Summary

The procurement covers routine and periodic cleaning of the building housing the Cultural Classrooms for Older Adults at Calle Agustín Herrera 3, Melilla. Work includes cleaning and disinfecting entrances, classrooms, stairs, the lift, toilets, corridors and common areas; cleaning furniture and office equipment; removing waste; and replenishing soap and paper products. Thorough cleaning is required weekly, preferably on Fridays; internal windows and mirrors are cleaned weekly or as needed, and external glazing and accessible façade areas monthly. The contractor supplies all personnel, equipment, cleaning products and consumables and must cover staff absences without reducing service hours. The service requires 80 working hours per week, or an estimated 4,160 hours annually, Monday to Friday; at least two cleaners must be present simultaneously when the centre’s activities require it. The contract runs for two years with one possible two-year extension. It is not divided into lots, and staff must be transferred where required under the applicable collective agreement; the documents identify three cleaners working 40, 20 and 20 hours per week respectively. Tenders are evaluated on price (65 points), additional annual hours (up to 150 hours per year, 20 points) and an intensive clean before each academic year (15 points); offered extras must be provided at no additional cost. The budget for the initial two-year term is €171,790.89 excluding tax and €178,662.53 including 4% IPSI; the estimated value for four years is €343,581.79 excluding tax. Tenderers must meet the economic and technical capacity requirements, submit the required declarations and offer, and allow for civil-liability insurance of at least €300,000 and a 5% final guarantee for the successful tenderer.
