Maintenance, upkeep, repair and reinstatement of the public road network

Summary

The tender covers maintenance, upkeep, repair and reinstatement of the public road network in San Agustín del Guadalix. The contractor will plan and carry out works requested by the municipality, from receiving a work notice through execution, quality control, documentation and closure. The initial term is two years, with two possible one-year extensions, for a maximum total of four years. The contract is not divided into lots. Bids must be submitted electronically under an open procedure. The estimated contract value is €1,650,345.48. The two-year tender budget is €634,748.26 excluding VAT and €768,045.39 including VAT; the annual budget excluding VAT is €317,374.13. The bid period is 30 calendar days from publication of the contract notice. Offers are scored out of 100 points: up to 10 for service organisation and methodology, 80 for the offered price reduction, 4 for an extended warranty period, and 6 for the minimum invoice per work order. Price increases are not permitted; a minimum invoice exceeding €200 excluding VAT leads to rejection. Bidders must demonstrate annual turnover of at least €317,374.13 in the relevant field and a combined value of at least the same amount for comparable services or works performed during the previous three years. ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 certificates, or equivalent evidence, are required. The methodology statement must name the responsible technical manager, who must hold a civil engineering or equivalent or higher qualifying degree and have at least 10 years of comparable experience. It must also describe work organisation, emergency response, staffing, equipment and measures to reduce disruption to road users and residents. Works are generally to be carried out on weekdays between 8:00 and 19:00. Machinery must meet noise requirements for outdoor equipment, and vehicle inspections and maintenance must be current. Routine work must start within 10 calendar days at the latest; urgent safety incidents must be attended to within 10 hours, and work should generally be completed within 22 calendar days. Before contract signature, the successful bidder must confirm that it has premises within the municipality for workers’ welfare facilities. The final guarantee is 5% of the successful bid excluding VAT; no provisional guarantee is required.
