Rental of 13 vehicles without an option to purchase, 2027–2030

Summary

The contract is for the rental, without an option to purchase, of 13 identical new passenger cars for the Salamanca Provincial Council’s machinery fleet. The term is 36 months and 10 days from 1 July 2027; the vehicles, ready for use and accompanied by the necessary documents, must be delivered by 30 June 2027. The bid must cover all 13 vehicles and meet the technical specification: at least five seats and five doors, a diesel, petrol or non-plug-in hybrid engine, at least 65 hp, and WLTP combined consumption below 5.5 l/100 km. Required features also include safety and comfort equipment, vehicle livery and GPS fleet tracking with a digital platform, technical support and user training. The rental price must include vehicle taxes and registration costs, insurance, mandatory roadworthiness inspections, preventive and corrective maintenance, and tyre replacement and repairs. The supplier must also provide a replacement vehicle, nationwide 24-hour roadside assistance and the specified insurance cover. Fuel is paid for by the contracting authority. Estimated mileage is 20,000 km per vehicle per year, or approximately 60,000 km over the contract. The monthly price ceiling for all 13 vehicles is €7,410 excluding VAT; the estimated total budget is €325,768.30 including VAT. Offers are assessed on a 100-point basis: price up to 40 points, equipment up to 20, exterior and interior appearance up to 10, and engine power, fuel consumption, CO2 emissions, repair-workshop coverage, and charges or credits for mileage above or below the allowance up to 6 points each. Participation requires evidence of the specified turnover and experience delivering similar supplies, the required declarations and bid documents, and a tender guarantee.
