The allowances are not priced in the bid; their use requires the contracting entity’s prior approval and supporting documentation. The estimated total value, including possible extensions and modifications, is €4,133,228.49 excluding VAT. Bidders must demonstrate annual turnover of at least €2,066,614.25 and relevant experience maintaining hospital electrical, thermal, water and drainage, and fire-protection systems. They must be registered maintenance companies for both thermal and electrical installations, with a qualified team and adequate equipment. The minimum team includes a technical director with an engineering qualification and at least five years of hospital-maintenance experience, a technical supervisor with at least three years of experience managing hospital maintenance teams, and full-time polyvalent, thermal-installation and electrical-installation technicians. Round-the-clock on-call coverage and an emergency support team are also required. The contractor must take over the current maintenance staff in accordance with the applicable collective agreement. The bid must include a technical proposal covering work organization, asset lifecycle management and energy-saving opportunities, together with a separate price proposal. Price carries up to 52 points, technical quality criteria up to 43 points, and an energy-qualified employee up to 5 points. A score of at least 21.50 out of 43 in the qualitative technical assessment is required to proceed to the next evaluation stage. After being proposed for award, the bidder must submit the required evidence, including tax and social-security certificates, occupational safety documents and proof of valid insurance; the final guarantee is 5% of the final contract price excluding VAT.
