Postal and parcel services for Aragón’s public sector

Summary

The contract will establish a framework for postal and parcel services for 24 months, with an option to extend it by 12 months, for the Government of Aragón, its agencies and participating regional and local public-sector entities. Services cover local, domestic and international ordinary and registered mail, administrative notifications, parcels and express deliveries, books and periodicals, document transport and related services such as return information, electronic proof of delivery, printing and enveloping, digital dispatches, a legally evidenced urgent message service similar to burofax, collections and mailbag transport. The contractor will collect, sort, transport, deliver and track the items and provide the required service network in Aragón. For example, ordinary mail must generally be delivered within 2 working days locally, 3 within the province, 4 domestically, 7 in Europe and 10 elsewhere in the world. Administrative notifications must be delivered within 3, 4 and 5 working days at local, provincial and domestic levels respectively. Bidders must submit a unit price for each service and a technical offer describing the procedure for delivering and evidencing administrative notifications. The required network includes at least one staffed public post office in each provincial capital and a service location in at least 25 of Aragón’s 31 comarca capitals. Minimum staffing and vehicle levels, as well as secure tracking and information-exchange systems, are also required. The framework’s estimated total value is EUR 26,650,672.21 excluding VAT, including the initial 24-month period, the possible 12-month extension and planned modifications. Several award criteria will apply, including unit prices and additional commitments relating to the service network, staffing, vehicles, opening hours, tracking and digital services, and environmental performance.
