Rental of software for managing the whistleblowing channel

Summary

The tender seeks a five-year rental of cloud-based software for managing the internal reporting system, or whistleblowing channel, of the Foundation for Universities and Higher Education of Castilla and León (FUESCYL). The foundation already has a reporting procedure; this procurement is for the software service that supports it, enabling reports to be submitted anonymously or with identification, handled securely, and followed up through communication with the reporting person. The software must meet personal-data protection requirements, be available around the clock, support at least four users, and include technical support, updates, backups, document management and traceability of case handling. Servers must be located in an EU country, and the service must be operational by 1 January 2027. The contract lasts five years and has no ordinary extension. The maximum offer price is €4,500 excluding VAT (€5,445 including VAT); the budgeted monthly subscription is €75. Price is the sole award criterion, worth up to 100 points. Bidders must submit a compliant price offer and declaration and meet the registration condition. Separate evidence of economic, financial, technical or professional capacity is not required. The successful bidder must provide ISO 27001 or equivalent certification and certification for the HIGH category of Spain’s National Security Scheme; before contract signature, it must provide evidence of liability insurance of at least €40,000.
