Atlassian Cloud licences and migration planning services

Summary

IBERMUTUA is procuring Atlassian Cloud licences and complementary applications for 12 months, together with up to 200 hours of specialist Atlassian consultancy. The licences cover Jira Premium for 300 users, Jira Service Management or Atlassian Service Collection Premium for 200 agents, Confluence Cloud Standard for 100 users, and Atlassian Guard Standard for up to 300 managed users. Jira add-ons include eazyBI Reports and Charts, Jira Misc Workflow Extensions (JMWE), Active Directory Attributes Sync, Tempo Timesheets, Multi-Level Cascading Select, Elevator or an equivalent solution, and, if needed, a Cloud-compatible absence-management and assignment-automation application. Confluence add-ons include AURA Content Formatting Macros, Composition Tabs, Numbered Headings, Scroll ImageMap, Scroll PDF Exporter, Scroll Sites, Table Filter, Charts and Spreadsheets, and Viewtracker. The contractor will supply official subscriptions with usage, update, and support rights and associate them with the Atlassian organisation designated by IBERMUTUA. The contractor will also assess the existing Atlassian environment and its compatibility with Cloud, define the target solution, carry out authorised foundational Cloud configuration and identity integration, and prepare a strategy and plan for a future migration, including estimates of the required resources, roles, and schedule. Consultancy work requires IBERMUTUA’s prior approval and is capped at 200 hours. The actual migration of data, projects, spaces, settings, and content, as well as the production launch of the post-migration environment, is outside the contract. The maximum budget for licences is €165,000 excluding VAT, and the consultancy allowance is capped at €12,000 excluding VAT, equivalent to 200 hours at a maximum rate of €60 per hour. The estimated total is €177,000 excluding VAT and €214,170 including 21% VAT. The contract is planned to run for 12 months, from 1 November 2026 to 31 October 2027, with no extension.
