Comprehensive Maintenance Service for ISFAS Premises in the Madrid Region

Summary

The procurement covers comprehensive maintenance of the buildings and premises of ISFAS O.A. in the Madrid region from 1 October 2026 to 31 March 2027 (six months; if the contract is signed later, service starts on the signature date). The work includes plumbing and water systems, low-voltage electrical installations, masonry, finishes and painting, locksmith and carpentry work, and other ancillary tasks needed to keep the premises operational. The services comprise preventive, corrective and statutory/technical maintenance at several ISFAS sites; the contract is not divided into lots. Preventive work is generally required monthly for each installation. Tenderers must include a preventive-maintenance plan and operating method for each listed site. Corrective work must generally start within 24 hours and be completed within 12 hours. A 24/7 telephone service must be available for urgent breakdowns, which must be remedied within three hours. The contractor must provide work reports, maintenance records and evidence of completed maintenance, and submit a report on the condition of the installations within one month of contract signature. Hourly labour prices account for 75% of the evaluation and the discount on materials for 25%. Material prices are referenced to the CYPE price database, and discounts of up to 25% count towards scoring. The tender budget is €42,782.81 including VAT (€35,357.70 before VAT); the estimated workload is about 25 hours per week, or 650 working hours over six months. Tenderers must quote an hourly price for each listed service. The documents give conflicting maximum prices for a labourer during normal working hours (€15.50 in the scoring table and €16 in the offer form) and for a labourer on holidays or outside normal hours (€19.50 and €20 respectively); the applicable caps should therefore be verified in the official tender documents. Tenderers must meet the specified financial and technical capacity requirements, hold the relevant plumbing and electrical authorisations, and provide suitably qualified personnel. Civil liability insurance of at least €150,000 is required. The tender must be submitted electronically with the required declarations, price offer and technical evidence. During performance, the successful bidder must comply with labour, occupational safety, environmental, confidentiality and data-protection obligations; at least 5% of new hires for this contract must be people facing the employment barriers defined in the tender documents.
