Containers for non-hazardous waste collection, removal and treatment

Summary

The contract covers the provision of containers for non-hazardous waste and the collection, transport, sorting, processing and recycling of that waste, together with documents certifying its environmentally compliant management. The waste consists mainly of unusable office furniture, obsolete paper and printed materials, and other non-hazardous waste. Services will be provided at the State Public Employment Service’s central offices in Madrid and its warehouse in Valdemoro. Containers of 9 m³ and 15 m³ must be available, and furniture placed in them must be covered with a net or tarpaulin. The estimated annual volume is 300 m³, but this is for calculation purposes only; the contracting authority guarantees neither a minimum number of orders nor a minimum volume. A requested container must be delivered and placed within 7 calendar days, and collection must be arranged within 7 calendar days after it is requested. Each container must remain on site for 2 to 7 calendar days. Collection will be agreed for 9:30 a.m. to 12:30 p.m., preferably on Tuesdays or Thursdays. The initial contract term is one year, with extensions of up to four additional years. The annual budget is €11,000 excluding VAT and €12,100 including VAT; the estimated total value including possible extensions is €55,000. Payment is based only on services actually performed and evidenced. Price carries 90 points, while the vehicle’s environmental classification carries up to 10 points: a zero-emission label earns 10 points and an ECO label earns 5. ROLECE registration is mandatory; the successful tenderer must also be registered in the Community of Madrid Register of Non-Hazardous Waste Transporters. Bids must be submitted electronically in a single envelope and include the responsible declaration and price offer.
