Preparation and implementation of self-protection and emergency plans at tax agency premises

Summary

The contract covers the preparation and implementation of emergency-planning documents at seven centres of the Canary Islands Tax Agency. Self-protection plans are required for the PRODAMER and ROYAL main offices, and emergency plans for the island tax offices on La Palma, La Gomera, El Hierro, Lanzarote and Fuerteventura. The work includes on-site visits and risk assessments; plans, evacuation and protective-equipment drawings, and action procedures; implementation of the plans; staff information and training; instruction for emergency teams; and at least one drill at each centre. Where required, the contractor must also assist with administrative submission or registration of the self-protection plans. The work must be completed within a maximum of four months. Documents for each centre must be delivered in editable digital format and PDF. The contract is not divided into lots, and bids must be submitted electronically. The estimated contract value is EUR 41,918.28 excluding IGIC, with a maximum budget of EUR 44,852.56 including IGIC. Price carries 50 points, additional drills 20, additional training 20, and shortening the delivery period by up to 30 days 10 points. Bidders must provide a technically competent team with demonstrable relevant experience and confirm their legal and technical capacity and that no exclusion ground applies.
