Concrete supply for municipal works

Summary

The Municipality of Cantoria is procuring ready-mixed concrete for municipal road and public-space construction and maintenance works, together with concrete pumping when ordered, for a one-year term. The supplier must produce the concrete at a batching plant and provide production control, transport and delivery to the work site designated by the municipality within Cantoria. The two base products are HM-20/B/20/X0 (20 N/mm² characteristic strength at 28 days) and HA-25/B/20/XC2 (25 N/mm² at 28 days), both with soft consistency and aggregate up to 20 mm. Orders may also include a retarding admixture, fluid consistency, up to 600 g/m³ of non-structural polypropylene microfibre, specified fine aggregate, and concrete pumping. The estimated contract ceiling is €150,000 excluding VAT and €181,500 including VAT. This is a needs-based, unit-price contract: there is no guaranteed minimum quantity and no obligation to use the full budget. The base concrete prices are €94 and €99 per m³, admixtures cost €5 per m³, and pumping costs €90 per hour, all excluding VAT and before any discount offered. The ordinary maximum delivery period is the fifth calendar day after an order; shorter delivery commitments earn evaluation points. The contract cannot be extended and is not divided into lots. Bids are assessed on the basis of the best price-quality ratio. Automatically scored criteria account for up to 60 points: delivery time up to 20, price up to 30, and an extended warranty up to 10. A 5% price reduction earns 30 points and a 3% reduction earns 10; no reduction earns 0 points. Each six-month warranty extension earns 5 points. Criteria assessed by judgment account for up to 40 points: additional supply improvements up to 20, technical assistance up to 10, and knowledge of the local area up to 10. Bids must be submitted electronically with the required administrative and qualification documents.
