Rental of one vehicle for Agencia EFE

Summary

The procurement covers the 34-month rental of one new five-door compact car or urban crossover for Agencia EFE, expected to run from 13 January 2027 to 12 November 2029, with no extension. The supplier must provide the vehicle without a driver and include insurance, maintenance and repairs, tyre replacement, mandatory roadworthiness inspection, roadside assistance, and the required replacement-vehicle service in the price. The estimated annual mileage is 25,000 km. The budget ceiling is EUR 34,000 excluding VAT (EUR 41,140 including VAT). The vehicle must be a plug-in hybrid (PHEV), carry the DGT zero-emission label, comply with Euro 6 standards, and be white. Minimum specifications include 135 hp combined power, a length of 4,300 mm, a width of 1,780 mm excluding mirrors, and a 370-litre boot; combined WLTP fuel consumption must not exceed 5.0 l/100 km. The vehicle must also have the comfort, multimedia, interior and safety equipment listed in the tender documents. If the new vehicle is unavailable at the start of the contract, a vehicle with similar features must be supplied temporarily. A replacement vehicle is required when a breakdown or maintenance immobilises the vehicle for more than 48 hours, and a similar vehicle must be made available within 12 hours in the specified breakdown, theft or accident circumstances. 24/7 roadside assistance is required. Bidders must meet the official register, financial-capacity and technical-capacity requirements and submit the vehicle’s technical data sheet and the required technical evidence. Evaluation awards up to 80 points for the total price over 34 months and up to 5 points each for the additional-kilometre rate, credit for unused kilometres, fuel consumption and electric range. The additional-kilometre rate must not exceed EUR 0.050, and the unused-kilometre credit must be at least EUR 0.024/km. Bidders must also meet the requirement for at least three similar contract references and provide ISO 14001 and ISO 9001 certificates or equivalent evidence.
