Amendment to Cádiz’s urban development plan for the Avenida de Astilleros area

Summary

The contract is for technical assistance to draft and process a targeted amendment to Cádiz’s urban development plan for the Avenida de Astilleros area. The amendment will review planning for an approximately 13,938.99 m² area near Plaza de Sevilla and Avenida de Astilleros, adapting it to the area’s changed planning context and the objectives of the public authorities. The work includes analysis of the current situation and alternatives, operating and management models, programming of actions, environmental characterisation, and processing and monitoring the plan through final approval. This is a single-lot service contract lasting 18 months, with an estimated value of EUR 30,000 excluding VAT (EUR 36,300 including VAT). The bid must include a technical methodology and work plan, CVs for team members with their planned involvement in each phase, and a financial offer. Qualitative technical criteria account for 60% of the evaluation and price for 40%; the technical offer must score more than 50 out of 100 points. To participate, tenderers must demonstrate annual turnover of at least EUR 30,000 in their best year among the last three years and an aggregate value exceeding EUR 14,000 for similar services or works completed during the last four years. Subcontracting is not permitted. The successful tenderer must provide professional liability insurance of at least EUR 30,000 and a final guarantee equal to 5% of the contract award amount.
