Supply of maintenance tools for the aircraft flotilla

Summary

The procurement is for tools and equipment needed to maintain aircraft operated by the Spanish Navy’s 12th and 14th Aircraft Squadrons. It is divided into two lots: Lot 1 mainly covers precision measuring instruments, torque wrenches, dial indicators and an industrial vacuum cleaner; Lot 2 includes tool cabinets and trolleys, avionics tools, electrical measuring and testing equipment, and other workshop and maintenance tools. The goods must meet or exceed the stated technical minimums. The total budget ceiling, including VAT, is EUR 61,900: EUR 22,376 for Lot 1 and EUR 39,524 for Lot 2. Bidders submit a price offer stating a discount percentage for each lot they bid for. Price is the sole award criterion, and the discount is scored using the stated formula. A technical data sheet for every offered item must accompany the bid; this omission cannot be remedied later and results in rejection. Delivery is due within 60 days of contract signature and in all cases no later than 15 November 2026, whichever comes first. Lot 1 must be delivered to the 12th Squadron hangar and Lot 2 to the 14th Squadron hangar. The supplier is responsible for loading, unloading and transport. Bidders must be legally eligible to contract and provide the required declarations and evidence. The successful bidder must provide proof of civil-liability insurance of at least EUR 300,000 before award. During contract performance, the supplier must comply with REACH requirements, environmental rules and product-cataloguing obligations. The tender documents require a 12-month warranty covering handling, packaging, transport and installation costs.
