Carmel Market renovation design and construction management

Summary

The tender covers structural rehabilitation and internal reorganisation of the three underground floors of Barcelona’s Mercat del Carmel. The works must address structural defects, moisture and drainage problems, and the condition of the parking-floor surfaces; the storage areas must also be reorganised. The contract covers the full service cycle: preparation of a preliminary design and basic and detailed designs, construction management and supervision, and health and safety coordination. The design must keep the market and car park operating normally, so the works need to be planned in phases. The affected area is 7,280.10 m², including 5,061.36 m² of parking floors and 2,218.74 m² of storage space. The contract runs for 36 months and is not divided into lots. The maximum budget is €159,790.39 including 21% VAT, or €132,058.18 excluding VAT; bids above the net amount will be rejected. Bidders must provide evidence of the required financial and technical capacity and propose a qualified, experienced project author, works director, works execution director and health and safety coordinator. Bids must be submitted electronically in the required format. Evaluation considers price, team experience, service improvements, the construction methodology and a plan for resolving critical issues.
