Renting a new plug-in hybrid saloon for RTVM

Summary

Radio Televisión Madrid (RTVM) is seeking one new large plug-in hybrid saloon under a vehicle rental arrangement for institutional representation, corporate use and interurban travel. The initial term is 24 months, with two possible 12-month extensions, for a maximum of 48 months. The vehicle must be delivered for RTVM’s use within three months of contract signature. The car must have five seats, automatic transmission and at least 200 CV combined output, with a certified electric range of at least 50 km. It must be a large saloon measuring 4,750–4,950 mm in length, with a 2,750–2,850 mm wheelbase and a width of 1,800–1,900 mm excluding mirrors; boot capacity must be 440–500 litres. The vehicle must be new, dark metallic in colour and meet the tender’s stated safety, comfort, equipment, charging and emissions requirements. The rental charge must include maintenance and repairs, labour and spare parts, tyre replacement, registration and vehicle administration, comprehensive insurance without an excess, 24-hour roadside assistance with national and international coverage, and a replacement vehicle. Fuel, charging electricity, tolls, parking and fines are excluded. The contract includes 20,000 km per year; any excess or shortfall is settled at the end of the contract using the awarded unit prices. The estimated contract budget is €29,520 excluding VAT (€35,719.20 including VAT); the maximum estimated value including both extensions is €59,040 excluding VAT. Bidders must demonstrate the required turnover and comparable past experience, submit a technical proposal and commit to providing the necessary staff, maintenance and repair network, roadside assistance and replacement vehicle. Bids must be submitted electronically as a single submission by 15 October 2026 at 14:00. Price accounts for up to 80 points and technical improvements for up to 20 points; the latter include a longer electric range and quicker availability of an equivalent replacement car. A monthly charge above €900 excluding VAT will not be accepted, nor will a charge above €0.18 per excess kilometre.
