SaaS Enquiries and Whistleblowing Channel Management Tool and Related Services

Summary

The contract covers the supply and maintenance of a cloud-based (SaaS) case-management tool for UOC’s enquiries and whistleblowing channel, together with implementation, configuration, training, support, technical assistance and consultancy. The channel must enable secure, confidential and, where desired, anonymous communications; case handling and tracking; reporting; and data export. If the selected solution differs from the current one, the contractor must migrate historical data. At the end of the contract, it must hand over the service and data in a way that preserves continuity of the channel. The initial term is one year, with four possible 12-month extensions, for a maximum total term of five years. The annual ceiling for the main service is EUR 15,000 excluding VAT. If a different solution is introduced, migration of historical data may cost up to an additional EUR 5,000 excluding VAT. The estimated total value, including possible extensions, is EUR 80,000 excluding VAT; the budget ceiling for the initial term is EUR 24,200 including VAT. Implementation must be completed within 15 calendar days. Minimum availability is 99.75%; 15 days are provided for service handover at the end of the contract. Bids are assessed using formulas: 30 points for the annual price and 70 points for additional functions, including a mobile app, chat, anonymisation or pseudonymisation of reports, an English-language interface, UOC branding, report tagging, monthly availability of at least 99.90%, automatic deadline alerts, and automatic creation and sending of periodic reports. Tenderers must demonstrate at least four similar supplies completed in the last three years with a combined value of at least EUR 30,000 and annual turnover of at least EUR 75,000. The experience requirement does not apply to companies established less than five years ago.
