Preparation of the Balearic Islands Suicide Prevention and Response Plan and Action Protocols, 2027–2030
Summary
The contract covers technical assistance and consultancy to develop the Balearic Islands’ 2027–2030 plan for preventing, responding to and addressing suicidal behaviour, and to review existing action protocols and prepare new ones where needed. The work includes analysing the situation on each island, mapping relevant services, evaluating implementation of the 2022 plan, and proposing strategic priorities, actions, schedules, indicators and a governance model for the new plan. The contractor must also review protocols for risk detection, referral and support, update them or draft new ones as necessary, provide technical advice and coordinate with healthcare, public-sector and other stakeholders. The contract lasts 18 months, with a possible six-month extension at no additional cost in justified circumstances. The estimated price is EUR 49,504.13 excluding VAT and EUR 59,900 including VAT. Bids must be submitted electronically within 10 working days after publication of the contract notice. The price offer is worth up to 60 points, experience preparing strategic plans and healthcare-sector analyses for public bodies up to 30 points, and shortening key delivery deadlines by at least 15 days up to 10 points. The bidder must provide the committed team and resources; the successful bidder must submit staff names and CVs, as well as a work proposal and schedule. Subcontracting is not permitted.
