Summary

The contracting authority seeks a provider to process MUFACE members’ prescription-booklet requests, assign booklets to requests in consecutive numerical order, print letters, place each letter together with the correct booklet in an envelope, and deposit the mail at a Spanish Correos post office or an agreed postal operator. The provider is responsible for securely storing the booklets, matching each booklet to its letter, and sending MUFACE the posting receipt within two working days of each deposit. MUFACE pays postage; the provider supplies the envelopes and paper. The estimated annual volume is 600,000–980,500 booklets. The one-year contract may be extended for up to one additional year. The maximum budget is €130,504.55 including VAT, and the maximum bid price for each booklet sent by ordinary post is €0.1100 excluding VAT. Price carries up to 95 points; reducing the deadline for sending the posting receipt to MUFACE from 48 to 36 hours carries 5 points. The contract is not divided into lots and subcontracting is not permitted. Bidders must demonstrate the required turnover and experience with similar services and undertake to use a warehouse in Spain with the required capacity and security measures. The successful bidder must have civil liability insurance of at least €600,000, insurance of at least €200,000 covering damage to or theft of booklets, and a medium-level National Security Scheme certificate during contract performance. Paper used for envelopes and letters must be appropriately recycled or carry an accepted certification. Bids must be submitted electronically with the required declarations and evidence.
