Photography services for the Congress of Deputies

Summary

The procurement covers photography at events, parliamentary activities, official meetings and visits held inside and outside Spain’s Congress of Deputies, and delivery of the resulting photo reports. The work also includes corporate portraits of members of parliament, high-resolution photographs of buildings, artworks and objects, and the development and maintenance of a digital photo-archive management platform. Based on the 2025 activity, the indicative annual volume is 650 institutional events and 1,615 assignments related to plenary sessions, committees, visits and other meetings. The contract is planned to run from 1 January 2027 to 31 December 2029, with two possible one-year extensions for 2030 and 2031. The estimated value is €279,616.41 excluding VAT (€338,335.86 including VAT). Services will mainly be provided at the parliamentary buildings and, when requested, elsewhere. Working hours must fit the events, including weekends and public holidays. Routine reports must be delivered within 24 hours; urgent work must be delivered immediately or within two hours. For the Communications Directorate, images must be sent or made available for download during the event and no later than 15 minutes after capture. The bidder must propose a secure, continuously available photo-archive platform with search, viewing, downloads, metadata management and daily backups; the system must be recoverable within 48 hours. Images must be supplied in the required RAW and JPG formats, and up to 1,000 annual print copies are included. The bid must include, among other items, 20 sample photographs, the technical solution, equipment data sheets and an image-delivery plan. The minimum team comprises a full-time lead photographer, a part-time additional photographer, a documentary operator for metadata entry and a micro-image operator. The bidder must show annual turnover of at least €300,000 in the best of the last three completed financial years and photography services worth at least €65,243.83 in at least one of the last three completed years. ISO 9001 and ISO 14001 certificates or equivalents are required, as is a prior visit to the Congress buildings. Candidates are assessed on previous work, satisfactory-performance certificates, and the company’s staffing and equipment structure; in the final evaluation, the technical proposal and price each account for 50%.
