Preparation of the Special Protection Plan for Chinchón Historic Centre

Summary

The procurement is for a complete service to prepare a special protection plan for Chinchón’s historic centre and provide technical support through the planning process up to final approval. The work includes collecting source material and maps, analysing heritage and the urban fabric, defining protection and intervention principles and zones, and preparing the explanatory report, protection rules, drawings, action programme and, where required, a strategic environmental document. The contractor must also address accessibility, mobility, environmental sustainability and public participation, support public consultation, respond to comments and assist with the plan’s administrative processing. The contract is not divided into lots. The estimated duration is 12 months of effective work, excluding administrative processing time. The phases are preparation of the work plan (15 days), the draft plan (2 months), documents for initial approval (5 months), and procedural and technical support (4.5 months). The maximum tender budget is €115,702.48 excluding VAT and €140,000 including VAT. Bidders must demonstrate the required financial and technical capacity and provide a multidisciplinary team covering the specified specialisms. The evaluation considers price, methodology and work plan, relevant experience, team expertise, reduction of the delivery period, additional team profiles and environmental certification.
