Supply of forest wood chips to thermal plants managed by SOMACYL

Summary

The procurement covers the regular transport, supply, distribution and unloading of forest wood chips at thermal plants managed by SOMACYL in the provinces of Burgos, Valladolid, León and Segovia. Delivery sites are BIOCEN, Fuentes Blancas, UVA, Valladolid Oeste, Cuéllar and Ponferrada; the contracting authority may also designate other delivery locations. The contract runs for 2 years, with a possible 1-year extension. The estimated volume is 90,000 m³ per year, but actual quantities will depend on the plants’ needs. The maximum unit price is €14/m³ excluding VAT; the two-year budget ceiling is €2,520,000 excluding VAT, and the estimated contract value including the possible extension is €3,780,000. The contract is not divided into lots, and price is the sole award criterion. The supplier must provide wood chips meeting the technical specifications and ensure uninterrupted availability, transport and unloading. The chips must meet classification 1.1.4 and quality classes P63 and F05; the nominal moisture class is M25, with a maximum permitted class of M45. Sand and soil must account for less than 3% by weight, wood must make up at least 80%, and leaves and bark must not exceed 20%. The minimum net calorific value is 4,190 kcal/kg. Stones and other foreign matter are not permitted, and chemically treated or toxic or heavy-metal-containing biomass will be rejected. Deliveries are planned weekly, and the authority will give at least 72 hours’ notice of the following week’s delivery dates, quantities and locations. The supplier must use moving-floor trailers at its own expense and provide a properly completed transport document with each load. It must maintain a permanent stock of wood chips equal to one month of estimated consumption. Oil leaks must be prevented and remedied during unloading, and the transport vehicle must be fully cleaned before leaving the site. Invoicing is monthly and based on the quantity actually delivered and measured. To participate, bidders must meet the financial and technical capacity requirements, submit the European Single Procurement Document and provide the required declarations and evidence. The contract also requires the commitment of three trucks with moving-floor trailers, a 5% final guarantee and €4,000,000 in liability insurance.
