Day-centre service for adults with autism spectrum disorder at Eskalantegi

Summary

The procurement is for a 15-place day-centre service for adults with autism spectrum disorder at the centre on Eskalantegi Street in Pasaia. The service must provide individualised, comprehensive daily support, including admission and needs assessment, personal-care and safeguarding support, psychological, social and rehabilitation services, communication and activity programmes, family guidance, catering, cleaning, building maintenance and transport. The centre will generally operate for at least 217 days per year; standard hours are 09:00–17:00 and July hours are 08:30–15:00. The contract runs for three years, with two possible one-year extensions, for a maximum of five years. The estimated value is €1,125,693.08 excluding VAT; VAT is 4%. The provider must be registered in Gipuzkoa’s social-services register, demonstrate the required financial capacity and show relevant experience specifically in providing direct, continuous support to people with autism spectrum disorder. The team must include specialists with ASD expertise, and direct-care work may not be subcontracted. The tender must include a technical project and a document developing the centre’s maintenance plan. Evaluation considers, among other things, service quality, organisation, transition and continuity planning, the maintenance plan, price, equality measures and additional first-year training. The service must be provided in Basque or Spanish and comply with language-proficiency and Basque-language-plan requirements.
