Sale of timber harvesting rights in the Altube and Basaude public forests

Summary

The procurement offers, as a single lot, the right to harvest timber from 16 forest stands in the Altube and Basaude public forests. The work includes clear-felling 255 radiata pines in the Jaundia and Oiardo Road area (a total of 533 m³ 1/4) and thinning approximately 9,030 trees of various species, with an estimated volume of 4,942 stere. The total area is 64.7 hectares and the estimated contract value is approximately €112,350 excluding VAT. Bidders must submit five prices, all above the starting prices: one overall price for the clear-felling portion and unit prices for first, second and third thinning and selective thinning. The starting prices are €42,640 and €6, €12, €20 and €28 per stere, respectively. Price is the sole award criterion, and the bidder with the highest overall bid will succeed. Felling, extraction, transport and track repairs must be completed by 31 October 2027. To participate, a bidder must prove that it carried out similar forestry operations worth more than €300,000 in at least one of the last three years. To demonstrate technical experience, it must show that it thinned more than 50 hectares of forest in at least one of those years, including at least one operation covering more than 20 hectares. The bid must include the required documents proving the bidder’s legal capacity and representation, declarations, and evidence of payment of taxes and social security contributions. The successful bidder must provide a final guarantee of 5% of the award price excluding VAT, a €60,000 deposit for potential damage to forest roads, and liability insurance of at least €300,000 per claim and policy year. Subcontracting is prohibited unless expressly authorised. The work must comply with the requirements for access to the stands, bird and nesting-season protection, and protection of marked trees and natural regeneration. All northern red oaks must be removed from the private forest stand at Izarra. Machinery must be clean to prevent the spread of invasive species, and habitats damaged by the work must be restored where required. The location and use of timber storage areas must be agreed with the forest owner and forest wardens at least one week before felling, and the nature conservation service must receive at least one week’s notice before work starts.
