Management and youth engagement services for Abadiño’s Gazteleku

Summary

The tender concerns the organisation and operation of the Abadiño municipal Gazteleku youth centre. The provider must offer 13–16-year-olds a safe, inclusive and educational leisure environment; organise activities; coordinate with the municipality and local stakeholders; and monitor service quality. Regular service takes place at the municipal premises at Andra Maria 3-A in Abadiño on Saturdays from 17:00 to 21:00 and Sundays from 17:00 to 20:00. The contract covers the 2026–2027 school year, until 27 June 2027, and may be extended by mutual agreement for up to three successive school years, through 2029–2030. Bidders must submit an activity project setting out the objectives, activities and flexible annual and monthly programmes, a monitoring and evaluation plan, and intervention protocols. The service must promote inclusion, equal opportunities, youth participation and the use of Basque. It must be staffed by one facilitator aged at least 18 with the required youth-work or educational qualification, as well as a qualified coordinator. All staff assigned to the project must meet the education and Basque-language requirements—C1 level or equivalent evidence—and hold a negative certificate for sexual offences. Each professional works 9 hours per week, including 7 hours of direct service and 2 hours for preparation, coordination, evaluation, organisation and cleaning. The provider must supply the educational materials, games and other resources needed for activities and allocate at least EUR 500 per year, including VAT, to them; this expenditure must be supported by invoices, a list of purchased materials and the annual report. The provider also bears the costs of excursions, admission tickets and external activities and must obtain liability insurance covering all service-related risks before work begins. Ordinary activities are free to users; a charge for an exceptional activity with additional costs is permitted only with the municipality’s prior approval. The contractor must submit monthly monitoring reports and a bilingual annual report at the end of each school year. Bidders must demonstrate the required legal capacity and comply with employment, social-security, data-protection and child-protection requirements.
