Construction and operation of a care home and day-care centre for older people in Madrid
Summary
A 70-year concession is offered for the public site at 32 Suertes de la Villa, Madrid. The concessionaire must build and operate, at its own expense, a 150-place residential care home and a 50-place day-care centre for older people with dependency needs. The concessionaire is responsible for design, construction, equipment, permits, service delivery, maintenance and financing. The centre must be ready to begin operating within 36 months of the concession being formalised. The bidder must make 60 residential places and 20 day-care places available to the Madrid regional authority. The remaining 90 residential places and 30 day-care places are privately priced. The reference price for an occupied residential place available to the authority or offered at the regulated price is EUR 88.34 per day; the corresponding day-care price, including transport, is EUR 47.98 per day, excluding VAT. Bidders may offer a price reduction of up to 6%. The authority is not obliged to take up all places offered to it, and the concessionaire bears the demand and payment risks of construction and operation. The bid must include an initial architectural study and a centre management plan, and set out any proposed equipment improvements. Evaluation covers qualitative design and management (up to 55 points), automatically assessed equipment improvements (up to 15 points), and prices for places made available to the regional authority (30 points). To continue, bidders must score at least 18 points for the architectural study, 15 for the management plan and 7 for the automatic criteria. Bidders must demonstrate the required turnover, construction track record and care-home management experience, and provide a bid guarantee of EUR 502,801.72.
