Maintenance of climate-control and domestic hot-water systems and energy audits at Rey Juan Carlos University buildings

Summary

The procurement covers preventive, operational, technical/legal and corrective maintenance of climate-control and ventilation systems, extraction equipment, domestic hot-water systems, associated hydraulic equipment, legionella treatment in cooling towers and cooling systems in data centres across all Rey Juan Carlos University buildings. It also includes energy audits and consultancy and updating climate-system drawings. The contract runs for two years, with a planned start date of 1 January 2027, and may be extended for up to two years. The initial estimated price is €1,257,515.86 excluding VAT (€1,521,594.19 including VAT); invoices are submitted monthly by campus. Bidders must demonstrate annual turnover of at least €943,136.90, comparable past experience worth at least €440,130.55, and the required management certifications, professional authorisations and competency certificates. They must provide a suitably qualified and experienced team comprising a contract manager, an energy-services specialist, an administrator, a supervisor and eight first-grade maintenance technicians. Required resources also include tools, currently calibrated measuring equipment and an electric van with a roof rack and a trailer rated up to 750 kg. A site visit is mandatory, and the university’s attendance certificate must be included with the bid; bids without it will not be admitted. Bids are assessed using several award criteria: price is worth up to 70 points, additional hours up to 10 points, EMAS registration 10 points, and additional energy specialists holding IPMVP/CMVP or CEM certification up to 5 points each.
