Design and construction supervision for 56 affordable rental homes in Vallirana

Summary

The contract covers the design and construction supervision of 56 affordable public-housing rental apartments in the Casino Valliranenc block in Vallirana, between Major, Miquel Batlle and Pau Casals streets. The work includes preliminary, basic and detailed design, construction supervision and post-completion services. It also includes a geotechnical study, telecommunications infrastructure, environmental licensing for the car park, renewable-energy systems, fire-safety documentation, an architectural visualisation, documents needed for permits, and support with preparing the legal documentation for the housing development. After construction, the contractor must prepare a user guide, explain the building systems to residents, and provide technical support during commissioning and follow-up. The planned contract duration is 56 months: 34 months of active work (10 months for design and 24 months for construction supervision), plus 10 months for the construction tender process and at least 12 months for the works warranty period. The design period may be extended by up to 8 months. The estimated tender price is EUR 390,250.02 excluding VAT and EUR 472,202.52 including VAT. The contract is not divided into lots. Bidders must submit a signed European Single Procurement Document, demonstrate the required insurance and technical capacity, and undertake to provide sufficient staff and resources. The architectural proposal submitted for quality assessment must be anonymous. Up to 90 points are awarded for architectural and spatial design, dwelling types, environmental and health performance, and economic sustainability; up to 10 automatic points depend on natural cross-ventilation and additional BIM actions. The construction budget ceiling is EUR 1,350/m² for residential use and EUR 115/m² for external works. The successful bidder must provide a final guarantee equal to 5% of the award amount and name the people responsible for delivering the contract.
