Technical assistance for managing and communicating the Eivissa Habita action plan

Summary

The contract covers technical assistance for managing and monitoring the implementation of the Eivissa Habita Integrated Action Plan, preparing reports, and meeting information, communication and visibility obligations. The work supports the Municipality of Eivissa and the plan’s management, implementing and anti-fraud units in administering European Regional Development Fund support for 2021–2027. Tasks include advising on the selection and delivery of operations, supporting eligibility and environmental compliance checks, monitoring indicators and expenditure, preparing payment requests and reports, assisting with separate accounting and audit trails, addressing fraud risks, and supporting the production of communication materials and website content. The contract is not divided into lots. It is expected to run from 1 October 2026 to 31 March 2030; the documents provide for a possible nine-month extension until 31 December 2030. The budget including VAT is EUR 322,196.58. The bidder must provide a team with the required professional profiles and submit a technical proposal within the page limit. During performance, an initial on-site visit must take place within 15 days of contract signature, followed by at least six on-site meetings each year.
