AI solution for improving procurement processes (CARMEN)

Summary

The contract concerns the development of an AI-based solution (CARMEN) to support Navantia's procurement documentation and processes. Phase 1 will develop and validate a cloud-based AI system on Microsoft Azure to generate procurement documents, check coherence, guide users, and ensure traceability and auditability. The contract price comprises a fixed portion and a performance-based bonus tied to KPIs; the maximum bonus is 40,000 EUR (excluding VAT). The Annex A describes the scope and pricing and the technical architecture. There is potential for Phases 2 and 3 to enable partial automation and an autonomous/supervised buyer. The solution will be deployed in accordance with Navantia's security, data protection and governance requirements.
