Barakaldo City Sustainable Urban Economy Plan 2027–2030

Summary

The tender concerns design and drafting Barakaldo's Sustainable Urban Economy Plan for 2027–2030, including the development of a work plan, project leadership and technical capacity, stakeholder engagement, information and communications management, an observatory component, and post-delivery technical assistance. The project is structured in phases: 1) preparation; 2) analysis, diagnosis and establishment of an observatory; 3) strategic definition and action plan; 4) monitoring and evaluation; 5) post-delivery technical assistance. Proposals will be evaluated using a formulas-based approach (55 points total: 40 for price, with discounts; 10 for post-delivery technical assistance; up to 3 for additional technical staff; 2 for training) and non-formula criteria totaling 45 points focusing on contextual analysis, participation, information management, communications strategy, observatory setup and other qualitative aspects. Bidder must demonstrate financial and technical capacity, and may submit additional staff and subcontracting proposals through Annexes IV–IX as applicable; training for Inguralde staff is addressed in Annex VI.
