Maintenance contract for the corrective and evolutionary maintenance of the AMB taxi exam registration management application
Summary
The tender concerns the corrective and evolutionary maintenance of the AMB taxi exam registration management application. The service aims to ensure the correct functioning and availability of the registration system and to enable potential software improvements. It includes handling of incidents categorized as critical, major and minor, with defined response and resolution times (T0/T1) and five annual registration campaigns of four days each. The contract covers both a corrective maintenance component (with a maximum quarterly cost of 731.25 EUR excluding VAT) and an evolutionary maintenance component (priced at 45 EUR/hour excluding VAT, with an annual cap of 4,500 EUR). The evolutionary work is funded from a dedicated time-and-materials budget; the supplier must provide a plan and estimate of hours for requested evolutions. The project architecture includes a front-end built with Angular 17 and a back-end in Java 17 (Spring Boot 3.2), deployed as a WAR on Tomcat; REST API exposed with SpringDoc OpenAPI and Swagger UI; databases MariaDB and Oracle; security via Spring Security and JWT; PDF generation with iText; templating with Thymeleaf; logging, auditing and monitoring via Spring Boot; and deployment via Docker and Kubernetes (second back-end on a shared WebLogic). The bidder must demonstrate a capable team, including at least a project manager and an analyst-programmer with a minimum of three years’ experience in similar projects, and provide evidence (CVs or certificates). The contract period is 2027–2028 with a possible extension to 2029; payment is quarterly in arrears, and the work plan should cover integration, version updates, and new functionalities.
