Traffic management services framework agreement with lane closures
Summary
This procurement establishes a framework agreement for traffic management services, including temporary traffic control, signaling and signage, and the organization and removal of lane closures to ensure safety and smooth traffic during inspection, data collection, maintenance and repair work on structures and road infrastructures. The framework allows up to three bidders, with weights assigned to price (70 points) and quality (30 points). Bidders must prove financial solvency (three-year turnover of at least 160,100 EUR or equivalent financial indicators; mandatory civil liability insurance of 600,000 EUR per claim/year) and technical/professional solvency (evidence of similar works in the last three years, at least three good-execution certificates totaling 50,000 EUR, and CVs for key personnel). Integration of solvency from other entities is allowed with proper declarations. For PRTR-financed contracts, bidders must comply with DNSH and PRTR-related obligations, including labeling, environmental declarations and conflict-of-interest disclosures. Documentation must be submitted electronically in the prescribed envelopes, with DEUC/ROLECE options available for administrative and solvency documentation.
