Environmental works for the Ciudad Rodrigo solar plant compensatory measures plan

The tender covers environmental works under the compensatory measures plan for the Ciudad Rodrigo photovoltaic solar plant, in public utility forest no. 120, Montes Camaces, in the Ciudad Rodrigo area of Salamanca province. The purpose is to improve the natural environment and restore natural features directly or indirectly affected by the works. The choice of materials, technologies and work methods must avoid environmental harm and comply with the do-no-significant-harm principle, particularly regarding climate-change prevention, the circular economy and biodiversity protection. The works will be carried out in Ciudad Rodrigo, Salamanca, over six months from contract signature. The procurement is not divided into lots. The estimated value is EUR 140,830.43 excluding VAT; the budget including 21% VAT is EUR 170,404.82. Multiple award criteria apply: price carries up to 60 points, technical proposal quality up to 30 points, and an extension of the warranty period up to 10 points. A technical proposal must score more than 20 points or the bid will be rejected. Warranty extensions are assessed up to a total warranty period of 36 months. Bidders must submit one electronically signed technical proposal as a PDF of no more than 20 pages. It should cover the construction method and environmental conditions, site safety, technologies developed through the company’s research and development, staffing and work organisation, machinery and materials, productivity, subcontractors, schedule and critical path, environmentally responsible working methods, and waste management. The bid is submitted electronically in three parts, with the required compliance declarations, European Single Procurement Document, technical proposal and price offer. The bidder must demonstrate annual turnover of at least EUR 211,245.64 in the relevant field in the best of the last three financial years, and provide evidence of relevant works in the same classification subgroup completed during the last five years. The successful bidder must provide a final guarantee equal to 5% of the final offer price excluding VAT and civil-liability insurance of EUR 100,000 before contract formalisation.
