Summary

This procurement covers the delivery of a single, non-lotted home assistance service in Aranda de Duero, Sinovas and La Aguilera. The service supports people who need help to live independently at home, providing personal care, everyday household assistance, accompaniment and help with errands and participation in community life. It also includes preventive identification of needs and risks; specialist medical procedures are excluded. The initial contract term is one year from the planned service start date of 1 January 2027, with a possible one-year extension. The estimated annual volume is 69,025 service hours: 68,755 ordinary hours at €23.55 per hour and 270 public-holiday hours at €31.61 per hour, both excluding VAT. The estimated annual contract value is €1,627,714.95 excluding VAT and €1,692,823.55 including VAT; the estimated value for the full two-year maximum term is €3,255,429.90 excluding VAT. Bids must be submitted electronically within 30 calendar days of publication of the contract notice. The bidder must submit a technical service-delivery project and be able to provide suitably qualified staff, coordination, equipment and local operational arrangements. The incoming provider must account for the transfer of eligible incumbent staff. Bids are assessed on the technical project (up to 49 points), price (up to 40 points) and service improvements (up to 11 points). Improvements may include technical aids worth up to €6,000 per year, a shorter working-hours reconciliation period, and up to 40 annual hours of free intensive cleaning and disinfection. The successful bidder must provide a 5% definitive guarantee; acceptance of an initially abnormally low bid triggers an additional 5% guarantee.
