Consultancy, building design, and construction direction and inspection for housing developments in Vitoria-Gasteiz and Bermeo

Summary

The tender covers consultancy, preparation of building and related urbanisation projects, construction direction and inspection, final certification, and monitoring during the warranty period for two public rental housing developments: Lot 1 concerns 276 protected rental homes in Zabalgana, Vitoria-Gasteiz, and Lot 2 concerns 52 protected rental homes in Bermeo. The estimated tender prices shown in the offer models are EUR 1,500,000 for Lot 1 and EUR 500,000 for Lot 2, excluding VAT. The submission deadline is 22 October 2026. The successful team will prepare basic and execution designs, manage permits and sectoral approvals, support construction, monitor quality, cost, schedule, environmental performance and waste, prepare energy certificates, life-cycle assessments, circularity documentation and final building records, and follow defects through the warranty period. Lot 2 also includes preparation and processing of the special urban development plan and preliminary design. The work must follow BIM processes, use a common data environment, provide coordinated digital models and maintain project information through construction and the as-built stage. Mandatory sustainability objectives include energy rating A, largely electric systems supported by photovoltaic generation, reuse or recovery of at least 95% by weight of non-hazardous construction and demolition waste, and a target of 40% by weight for recycled or otherwise recovered materials in the building and associated urbanisation. The bidder must provide a qualified multidisciplinary team, submit the required administrative, technical and financial documents electronically, and meet the legal, financial, technical and professional suitability requirements described in the tender documents.
