Attendant and user support services for playgrounds, outdoor fitness areas and dog parks

Summary

The tender covers on-site attendant, use-monitoring and basic user-support services at public playgrounds, outdoor fitness areas and dog parks in Melilla. Staff will provide visitors with information, monitor ordinary use of the facilities, identify visible damage or risks and report them promptly to the city or the competent service. They may issue temporary warnings or mark an affected area where necessary, but must not carry out maintenance, repairs, routine cleaning or technical inspections. The service covers 48 playgrounds, 29 outdoor fitness areas and 4 dog parks and operates every day, including public holidays. The standard winter schedule, from 1 November to 30 April, is 10:00–14:00 and 16:00–20:00; the summer schedule, from 1 May to 31 October, is 10:00–14:00 and 16:00–21:30. Facilities within green infrastructure follow that infrastructure’s opening hours. The contractor must provide sufficient staff, replacements and uninterrupted coverage, appoint a coordinator and maintain service and incident records. Minimum equipment includes three vans, an internet-connected computer, staff uniforms and identification, and communication and temporary-signage equipment. The initial contract term is 12 months, with a possible 12-month extension. The annual budget is €880,000 including 4% tax; the estimated total contract value is €1,692,307.70 excluding tax. Award scoring gives 35% to the technical service plan, 55% to price and 10% to the annual allowance of additional free service hours, assessed up to a cap of 400 hours per year. Participation requires evidence of financial and technical capacity, comparable experience, and the required declarations, technical service plan and price offer.
