Staff transport to Valladolid Prison

Summary

The contract covers bus transport for staff between the city of Valladolid and Valladolid Prison in Villanubla, in both directions, to ensure employees can travel to work safely. It includes two routes and runs for two years from 1 April 2027, with an optional extension of up to one year. The tender budget is EUR 670,391.36 including VAT and EUR 609,446.69 excluding VAT; the estimated total value including the possible extension is EUR 914,170.04. The contractor must provide two buses in total, one for each route, with at least 50 passenger seats per bus, excluding the driver’s seat. Route 1 requires four daily journeys during the morning and night shifts, plus two additional afternoon journeys on working days. Route 2 requires four journeys on working days during the morning and afternoon shifts. Each route may have up to five stops. The service must run throughout the year, and the prison director may change routes, stops and times for security reasons. Buses must have air conditioning and preheated heating, seat belts, reclining seats with at least three positions, and at least 720 mm between seats. They must be clean, have working climate control, and be parked in a secure enclosed location. A bus that cannot operate must be replaced with a compliant vehicle; in exceptional circumstances, a larger-capacity bus or an additional bus must be supplied at no extra cost for up to 30 services per year. Bidders need the required public-transport authorisation, sufficient financial and technical capacity, and experience providing similar transport services. The precise turnover, past-performance and evidence requirements are set out in the suitability criteria. Price accounts for 90% of the evaluation and vehicle age for 10%; the offer must include documents proving each bus’s first registration date and seating capacity. Vehicle age can earn up to 5 points per bus. The contractor must comply with transport and occupational-safety rules, provide replacement staff, and send a monthly report on the buses used and journeys made. Environmentally friendly biodegradable cleaning products must be used, with product details and annual invoices provided.
