Definition, implementation and monitoring of the Plan Rector

Summary

The tender concerns the definition, implementation and monitoring of URA Plan Rector. The contractor shall provide an integrated transformation service covering diagnosis, definition of the Plan Rector, its implementation and ongoing monitoring and evaluation. The aim is to achieve a real organizational transformation and to embed the Plan Rector in URA’s ongoing operations, with deployment and measurement of outcomes throughout the contract. The service is organized in four sequential phases: diagnosis, Plan Rector definition, implementation, and monitoring and evaluation, with active participation and external validation. Deliverables include a diagnostic report, a complete Plan Rector, an implementation plan, a monitoring and governance system, and periodic and final evaluation reports. The Plan Rector should act as the overarching management instrument guiding URA’s actions in the medium and long term, aligning functions and resources with strategic challenges such as water management, climate adaptation, flood risk management, and citizen relations, and should be integrated into URA’s daily operations.
