Concession to use municipal land to build and manage protected rental housing

Summary

The concession grants the right to use three municipal plots in Rivas-Vaciamadrid for 75 years to build and manage publicly protected rental homes at limited prices. The concessionaire must finance construction itself, arrange the rentals, and maintain and preserve the buildings. The tender is divided into three lots. Each bid must include an architectural preliminary design, a building and rental-management plan, a financial viability plan and an offer stating the rental coefficient, which must not exceed 5.5% per year. Both the quality of the project and management plan and the reduction in rent are assessed; the technical offer must score at least 20 points for the financial offer to be opened. Participation requires proof of the turnover, equity and prior housing-development and residential rental-management experience specified for the relevant lot. A separate provisional guarantee is required for each lot: €128,281.36 for Lot 1, €213,919.08 for Lot 2 and €125,574.01 for Lot 3. Bids must be submitted electronically within 75 calendar days from the day after publication of the contract notice.
